Markets still use Treasuries as the core reserve asset. That is a statement about default history and liquidity, not a guarantee that a long bond fund cannot drop 20% when yields spike.
US Treasury credit in dollars is the standard ‘risk-free’ benchmark in global models. That is credit. 2022 proved long Treasuries are not return-free or volatility-free.
Debt-ceiling theatre can affect T-bill dates near the X-date. It has not, in modern history, produced a sustained default on marketable Treasuries. It can still produce ugly bill yields for a week.
Non-US holders add USD FX risk. ‘Safe’ in dollars can be volatile in yen or sterling.
