Safety here means credit and institutional strength. A long Confederation bond can still lose market value if CHF yields rise from a very low base. For a Swiss-franc saver, they are the local risk-free curve.
Swiss Confederation credit is among the world’s strongest. CHF cash is still a market price. Safety of credit ≠ safety of a 20-year duration in a rate shock.
For a Swiss household, these bonds are local. For everyone else they are a currency. Say which you are.
Scarcity can make prices rich (yields low). Rich is not unsafe. It is expensive insurance.
