BTPs are mainstream euro government bonds with more spread volatility than bunds. Safety depends on your horizon and currency.

Are Italian Government Bonds Safe — the mechanics

Italy has a large domestic holder base and euro-area institutions. It also has high public debt and a history of spread spikes. ‘Safe’ for a euro saver who holds a short BOT is a different statement than for a 30-year BTP trader.

Italy has a deep BTP market and a history of high public debt with euro-era market stress (2011–12, 2018, 2022). It has not produced a euro-era default on BTPs. Stress and default are different words.

Safety for a Milan household spending euros is mostly spread and duration. Safety for a London household is those plus FX.

Retail Italia/Valore features do not make the issuer safer. They change the coupon schedule for those who qualify.
