Liquidity is good on benchmark BTPs. New retail issues sometimes offer loyalty bonuses if you hold to maturity — read the prospectus, not a social-media summary.
Italian residents often buy on MOT through a bank or SIM. Non-residents typically use an international broker that offers Italian government bonds or a BTP ETF.
BTP Italia and BTP Valore have dedicated retail windows at issue, with prospectus rules on who gets loyalty bonuses. After those windows, you are in the ordinary secondary market.
Withholding tax on Italian coupons for non-residents is a real friction. Treaty rates and wrapper choice (where legal) matter more than 10bp of YTM.
